Madame Webb is actually Cassandra Webb, a woman born in Oregon who has faced a significant problem since birth: she is blind. She also suffers from a neurological condition called myasthenia gravis, an autoimmune disease that affects nerve and muscle communication.
However, the condition caused her to become a mutant with extraordinary psychic powers, to the point of predicting the future.
For his wife to survive, her husband, Jonathan, built a life support system, basically consisting of a series of tubes coming out of Cassandra's body. The spiderweb-shaped equipment gave her her affectionate name in Marvel comics.
Madame Web first appeared in The Amazing Spider-Man #210 when Spider-Man sought her services to find a kidnapped person.
