Rather than being a creation of Loki, she is actually a variant of him from a branching timeline - which reinforces the role of the Multiverse in the Marvel Cinematic Universe. Like Loki, the third episode reveals that she was also adopted, but we don't know by whom, and her mother died when she was young. Loki learned magic from his mother Frigga (Rene Russo), but Sylvie is self-taught. Her powers sound different from the God of Trickery, focusing on charms for mind manipulation - she is shown to be able to possess other people's bodies and use her magic to enter the minds of others and manipulate them. In addition, she is still an excellent body combatant, effortlessly defeating several TVA agents. Sylvie has apparently dedicated her life to ending the Timekeepers and the Time Variance Authority, which she calls "fascists." Hence, she stole the reset charges to affect the Sacred Timeline, which causes several ramifications and could lead to the Multiverse. In other words, many thrills are still in store for the upcoming episodes of Loki, and Sylvie Lushton is going to be a key player.
