That is a version of him. In "For All Time. Always," the sixth and final episode of the season, actor Jonathan Majors appears as a so-called nicer version, known as He Who Remains, who takes upon Loki and Sylvie responsibility for the TVA's creation.
By killing him against Loki's will, Sylvie "unlocked" the timeline and the access to Kang's different variants. Essentially: the chaos has begun. The multiverse of madness that gives the title to the second Doctor Strange film has already started.
